Hello,
Sorry, I can't control "collation" in time tables creation.
That defined in MySQL server configure.
You can change "collation" - as I wrote in this post before.
Also for change collation you may try useful tool from:

I had the same problem, but found a solution.
1. Uninstall MediaLibrary from Joomla
2. Goto phpMyAdmin
3. Open the correct database
4. Select the tab "Operations"
5. Change Collations to utf8_general_ci and press GO
6. Install MediaLibrary to Joomla
It worked for me.
