Is there any way that I can have the image title appear on mouse over (similar to categories) instead of the category name appearing?
I am wanting it to look like the screenshot attached.

Please check:
Click on some image in admin part:
- "Image options" -> please add some image title
- "Category options"
also please check:
Gallery settings -> General ->Image hover effect:

I think you have misunderstood my request.
Currently, the image title always stays on the image, no matter what hover effect exist.

What I am requesting is for the image title to go where the Category Name currently goes

The goal is to not see the image title unless someone scrolls over it.
Currently, this seem to only be a feature for the category name.
