Excuse me, I think it is wamp server 2 Inconvenient.
Even changing the variable upload_max_size 8M there is always error. But it works with XAMPP.
Why?

Hello,
If you updated upload_max_size and restart wamp server - all must be OK
Where error I not know, Need access to yours hosting, please check WAMP server error log
Please unzip component, and try install with help option "From folder"
