1: No you are getting mixed up with two tickets, firstly order by IDs is for the back-end front-end for users using (MY Ads).

Right module is ok it shows the posted latest ad.

The problem is that when a user using (My Ads) edits and saves there advert it does not move anymore it just shows in the latest ads module, normally the ad moves to the top left of the first main page.
