I have tried to create a new book and import the image. Still no picture on the front, but the image is there when you go to the individual book

I am sorry, what you mean "and import the image" ?

If you do import old data you need also upload all images for books covers to new site

and what you mean under "Still no picture on the front, but the image is there when you go to the individual book" ?

You try add new book or work with imported books ?
Where you see that "individual book" ?
