I installed this according to the instructions, but now can't find the sh404SEF control panel, which frankly makes me feel like an idiot, but such is life.

Sorry, not full understand what you means.
You need install component sh404sef. Ours plugin work with it.
Control panel for sh404sef - will appear exactly like for other Joomla components
