Is it possible in the entity manager to configurate that a user only can add 1 item in the frontend?

Yes, you can set the max number of instances which may add users from some users group in joomla CCK, to 1. The reserved value to remove restrictions is '-1'. So if you set -1 - the users will may add unlimited instances
