Is there option, by which only logged-in users can give their Ratings and Reviews ?
I don't want all the customers to give their Ratings, unless he's a returning customer.

Hello,

In RealEstateManager : Settings you can select for which group Show form "Add Review".

In this way you can solve you issue.
