Joomla Translate component support

My requirements are:
If the site is opened in a country, the site opens in that language. (for eg. In Russia, it opens in Russian, in France, it should open in French), without the user selecting the language.

Is it possible with this pluggin.

We haven't so settings

as example, if we have so settings, and for redirect algorithm - there will need create very complicate configuration flow for not translate to languages which you no need.
Every translate cost to you money from you Quota, every translated page cost to you money from your hosting, every bad translated page cost to you client lost ....

so 99% users you will no wish pay money for create so tool which will very complicate for use.
