The problem must be the fault of the TinyMCE editor. If a url I marked it as "manual changed" and "Use as Base url" does not fail. The error happens when I open a url with the TinyMCE editor and save it.

Please turn off TinyMCE editor. You may do that in Joomla Global setting. And please edit page without HTML editor
