what could it be?

Tested quick install on three new domains,

First domain labels disappeared after I adjusted user access rights for modules, then whenever someone logs into registered user labels disappear, if not logged in they can see the labels.
Second domain - no labels no matter what i try, both logged in and out users
Third domain - same as second domain

Admin please let me know if you need access to one of our domains so you can check it.
