We have tested last version of blank OS template (3.3 Oct.27 v.1). and view it on a small screen (about 340px and smaller)
Check this

I'm attaching 2 screenshots from my phone (Samsung Galaxy SG3) that show the same page but different orientations. I may be a bit confused about the dimensions at which the problem occurs, but not about the fact that there is a problem. It seems my phone is 720x1280, and I lose the styles in Portrait mode (720px wide), but not in Landscape mode (1280px wide).

Where I was getting the 320px from is a mobile screen simulator.

I'll attach some screenshots of the simulator screens, so you can see what I'm seeing. It shows the styles being lost at 320px wide or smaller.

Please take another look?

Edited: Also, as I mentioned in my first post, I am using the most up to date template.

I have downloaded os quickstart j34x_may08 vm and install Quickstart and can not find the same picture as you have posted. Please, give link on your website with this link or provide way how I can open the same page and test it.
