The error is 405 Not Allowed

nginx/1.10.3 when installing from url

or if I upload the package file it says

I was just in the forum this morning on the previous thread talking about this installation os_vechicle_november_2013.zip . I am still having issues with the submenu. I am guessing that the template mentioned on this thread subject is the updated version of os_vechicle_november_2013.zip?
