It is not possible to change the header background-color and the footer background color in the os basetemplate

Sorry, our fault.

For change header background color in joomla blank template with help blank template settings, you need change your template style.css file.
Please check attachment image

Also our error.
For change footer background color in joomla blank template with help blank template settings, you need change your template style.css file.
