Does the free version allow you to specify left and right side bars? Mine aren't working.

Which exactly template you mean ?

as example for free joomla car dealer template
ordasoft.com/cars-free-joomla-car-dealer-template

If you go to demo source and add "tp=1" parameter, you may see all modules positions:
ordasvit.com/joomla-cars/?tp=1

There as you see you may add any side bar.
