You need recheck your key and all settings for it in Google console.
Or we may propose to you next:
We may send to you new version on vehicleManage (ordasoft.com/vehicle-manager-joomla-automotive-extension)
There we added support Open Map (OpenLayer) map API. This full free API

Yes please send me the new version to update vehicle manager. The update way is from Extensions-Manage-Install the package?
