If a user bought a "Basic" subsription, he is able to add instances in the frontend. The default group setting of the newly created instance is "Public". Is it correct or must it be "Basic"?

Yes, in joomla membership immediately after registration before confirmation by the administrator or payment through payment systems, the user gets into the group Registered or in the group that you specified in the settings in the Default joomla group.
